Nick Shirley, the independent journalist whose viral video exposed massive fraud among the Somali community in Minnesota, is now revealing “another layer of fraud,” as he says Somalis in the state are pretending they don’t know the English language when seeking medical services.
Shirley posted video of his discussion with his assistant David Hoch, who explained how the alleged scheme works.
“When a Somali goes to the doctor, magically they forgot how to speak English,” Hoch said. “So they need an interpreter there. So the county brings in an interpreter at $100 an hour, minimum eight hours, to interpret what the doctor is telling the patient.”
Shirley noted: “That’s another layer of fraud that nobody’s even talked about or revealed.”
“And it’s millions and millions, hundreds of millions of dollars all on its own,” said Hoch. “Remember, the interpreter has to get to the doctor’s office or the hospital. How are they getting there? The transportation company. And then they got to get back home, and that patient had to get to the doctor’s office. How? Transportation. Kids got to get to school how? Transportation. That’s why I said transportation is the hub of really, I think, all of this.”
Shirley summed up the situation, saying, “So basically what we’re talking about between all these fraudulent businesses – the daycare, the autism centers, the adult daycare, the home services, and then the transportation, and then on top of that, you have it looped in with them going eventually to the doctors for translators to be paid by the state.”
“That’s exactly what’s happening, yes,” replied Hoch.

Shirley’s original 42-minute video where he and Hoch went to allegedly fraudulent Somali-run daycare centers has now surpassed 140 million views, prompting the federal government to freeze some funds going to the state, as well as investigations by the U.S. Justice Department.

On Sunday’s “Meet the Press” on NBC, Minneapolis Mayor Jacob Frey admitted, “Everybody could have done more to prevent fraud.”

“Look, the fraud’s real. We’ve all got to acknowledge it. The fraud is very real. And, by the way, when somebody commits fraud, and there are many that have done that, you investigate it, you charge, you prosecute, and yeah, you put the person in jail as an individual. … You do not hold an entire community, any community, accountable for the actions of individuals.”
