Milwaukee Judge Dugan Accused Of Interfering With ICE To Face Trial
A federal judge denied a motion to dismiss charges against Milwaukee County Judge Hannah C. Dugan, who is accused of helping an undocumented immigrant evade federal authorities.
U.S. District Judge Lynn Adelman rejected Dugan’s argument that she was protected by judicial immunity from criminal prosecution. The ruling allows the case to proceed on charges of concealing a person from arrest and obstructing removal proceedings.
Federal prosecutors allege Dugan concealed Efrain Flores Ruiz from Immigration and Customs Enforcement agents at the Milwaukee County Courthouse on April 18.
The indictment claims she directed ICE agents to the chief judge’s office while instructing Flores Ruiz and his attorney to exit through a non-public jury door.
The charges specifically allege Dugan confronted ICE task force members, falsely told them they needed a judicial warrant, and later advised Flores Ruiz’s counsel that the defendant could appear by video for future court dates.
Judge Adelman scheduled a hearing for Sept. 3 to address further scheduling in the case. Dugan’s appearance at the hearing is not required.
