The European Union approved legislation Thursday implementing its trade commitments under a framework agreement with the U.S.

The Council of the European Union announced the adoption of two regulations stripping customs duties on industrial goods from the U.S. and give U.S. seafood and certain agricultural products preferential entry via reduced tariffs and tariff rate quotas. They also extend a pause on barriers against lobster imports. The decision implements commitments outlined in a August 2025 joint statement between Washington and Brussels, the capital of the EU in Belgium, which described the framework as “reciprocal, fair and balanced trade.” The Council made the announcement a week after the European Parliament voted in favor of the legislation, Reuters reported.

According to the August 2025 statement, U.S. agreed to cap tariffs on products from the EU at 15% while the European bloc agreed to terminate tariffs on U.S. goods. The EU committed to significantly increase purchases of U.S. AI technology and defense products, while investing hundreds of billions of dollars into the U.S. economy. The EU also committed to purchasing oil, natural gas and nuclear energy from the U.S. at a contractual value anticipated to reach $750 billion through 2028.
