Detroit City Councilwoman Gabriela Santiago‑Romero on Thursday called the fatal ICE shooting of Renee Nicole Good in Minneapolis a “terrorist attack”, urging city officials to examine whether Detroit can restrict or bar the federal agency from operating within city limits.

Her remarks came during a council committee session where she warned that the incident underscored the risks of allowing what she described as “lawless” federal enforcement activity in local neighborhoods.

The shooting occurred Wednesday in Minneapolis, where an ICE agent shot and killed Good during an enforcement operation. Federal officials said Good attempted to use her vehicle as a weapon, prompting the agent to fire. The FBI is reviewing the incident.

The councilwoman, who represents Southwest Detroit, said her office has received reports of residents being detained by ICE while picking up children from school or entering religious institutions.

“Let’s have these conversations. Let’s do some work because we are in a very different place right now,” Santiago‑Romero said.

A newly released video angle, first published by Alpha News, adds additional context to the moments before Renee Nicole Good was shot, showing that she refused repeated commands to exit her vehicle and then drove away and in the direction of an ICE agent.
