Report: More Than 100 UNRWA Staffers Referred for Debarment Over Hamas Links

The Trump administration has referred more than 100 employees of the United Nations Relief and Works Agency for suspension and debarment after investigators alleged they participated in Hamas' Oct. 7, 2023, attack on Israel or were members of Hamas-linked militant groups.

The report issued Friday by the USAID Office of Inspector General, the office overseeing U.S. foreign assistance programs, recommends that 101 individuals be placed on a governmentwide exclusion list barring them from participating in U.S.-funded foreign aid projects for 10 years.

According to the report, those identified included "UNRWA school principals, teachers, security personnel, attendants, psychosocial counselors, and medical professionals" who were found to be members of Hamas' Al-Qassam Brigades or other militant organizations.

Among those cited were a "deputy school principal serving as an al-Qassam deputy company commander in the Ain Gallout/5th infantry battalion" and a "math and computer teacher" with "ties to an Al-Qassam intelligence squad."

The inspector general said it referred all 101 "subjects to the U.S. Department of State for consideration of suspension and/or debarment action to exclude them from working across future U.S.-funded aid organizations."

The latest referrals bring the total number of individuals barred through the investigation to 108, with additional referrals and possible criminal referrals to the Justice Department expected, according to the report.

State Department spokesman Tommy Pigott said, "Unfortunately, it is no surprise that another 100 UNRWA employees were determined to be involved in the barbaric Oct. 7 attack." He added that "no State Department funding will be provided to UNRWA, which has been totally infiltrated by Hamas and terrorist sympathizers."

UNRWA, the primary U.N. agency serving Palestinian refugees, has faced intense scrutiny since Israel alleged that some employees participated in the Oct. 7 attack.

The United States suspended funding in 2024, and the Trump administration has continued that policy. UNRWA has repeatedly denied institutional ties to Hamas and has said it investigates allegations against staff members.

United Nations Secretary-General António Guterres on Monday paid tribute to the 136 UN personnel who lost their lives while on duty, including 80 UNRWA staff members.

"These tragedies weigh heavily on us all, and they should be remembered by the entire world," he said.
