A former U.S. Agency for International Development (USAID) employee claimed that the agency’s shutdown under President Donald Trump and Elon Musk’s Department of Government Efficiency (DOGE) could have devastating consequences for public health.

Nancy Bolan, who was recently fired by Trump, spoke with Ritchie Torres, a Democratic candidate for Congress in New York.

Bolan’s remarks quickly turned into criticism of the decision to close USAID operations, warning of another pandemic.

Torres highlighted the dangers of emerging infectious diseases, claiming that Marburg and Ebola have significantly higher fatality rates than COVID-19.

He further argued that under Trump, USAID had been rendered ineffective, leaving the U.S. without a key agency for an international response.

Bolan agreed with Torres’ concerns.

“There’s also Dengue, which is on its way to the United States, an active Ebola outbreak in Uganda, Mpox, polio, and Bird Flu, which is probably the next pandemic,” she warned.

Torres praised USAID’s historical role, claiming it was instrumental in “fighting violence and poverty, and displacement and disease” abroad, calling it “a stabilizing force.”

Bolan suggested that Trump’s firings of USAID employees could contribute to increased migration.

“Disease and other issues taking place in foreign nations are a lot of what’s fueling migration to the United States,” she said.

Torres argued that restoring funding for USAID would be an investment in national security and public health.

Bolan then warned that America’s adversaries would fill the vacuum left by USAID’s shutdown.

“China, Russia, and terrorist groups like ISIS and Al-Qaeda will take advantage of people in the areas where the agency used to operate,” she cautioned.

“It’s going to cost the U.S. taxpayer so much,” she added. “The grain is rotting in the ports and on the ships, and the medications are in warehouses going bad.”

Bolan suggested that only Congress has the power to shut down USAID due to its “power of the purse.”

However, since the agency was established by executive order in 1961 under President John F. Kennedy, the president has the authority to dissolve it via executive action—something Trump is now doing.
