Videos of an incident from mid-September is making the rounds on social media showing a man getting shot with a pepper ball as he and other agitators were on the property of an ICE facility in Chicago. The Department of Homeland Security has said that the man as well as others in the anti-ICE group were blocking vehicles from exiting the property.

The video of the man, identified as David Black, shows him on federal property in what has been a stand-off between the group of agitators blocking ICE vehicles from leaving the facility. Black says he is a pastor at the First Presbyterian Church of Chicago, but he has also been revealed to have engaged in a great deal of left-wing activism.

After orders were given for Black and the others to move and clear the way for the vehicles to go through on September 19, federal agents shot crowd control munitions at the crowd, with one pepper ball striking Black on the head.

Assistant Secretary for the Department of Homeland Security Tricia McLaughlin said in a statement on X, sharing the video, "This footage is from almost a month ago. What this clipped video doesn’t show is that these agitators were blocking an ICE vehicle from leaving the federal facility—impeding operations.

"Over and over again, law enforcement ordered these agitators to move off of federal property so the vehicle could move. Law enforcement verbally warned these agitators that they would use force if they did not move and stop impeding operations. They did not comply," she said.

"Shortly after, rioters began throwing rocks, bottles and launching fireworks at the law enforcement officers on the roof," she continued. "At the time of this incident, this facility held criminal illegal aliens including gang members, drug traffickers, and other violent criminals. Obstructing law enforcement puts officers, detainees and the public at risk. If you are obstructing law enforcement you can expect to be met with force."

Since the footage has gone viral, many left-wing outlets have run pieces framing Black as a pastor praying and calling for the ICE agents to "repent." However, Black has often been involved in left-wing activism as well as physically interfering with law enforcement.

Black has also sued, along with other groups and left-wing organizations, claiming that amid the immigration crackdown from the Trump administration, agents have “indiscriminately” used tear gas and other crowd control munitions against anti-ICE protestors. Other videos from September 19 showed other anti-ICE agitators blocking and attempting to impede ICE vehicles.

The suit claims that protesters are "randomly singled out for arrest” and detained by ICE. It also claims that "federal agents have responded with a pattern of extreme brutality in a concerted and ongoing effort to silence the press and civilians.
