A flood watch is in effect Tuesday for New York City, Northern New Jersey, Long Island, Philadelphia and more of the mid-Atlantic region, as expected torrential downpours threaten the rush hour commute.
Heavy rain could dump 1-3 inches per hour in spots, beginning this afternoon and stretching into late tonight. The NYC metro area is also under tornado watch until 9 p.m. local time.
Major airports have already delayed or cancelled flights, and forecasters warn flooding could affect highways and transit systems.

The National Weather Service issued a tornado watch Tuesday for parts of New Jersey, New York, Pennsylvania, Connecticut, and Delaware.
The NWS warned of possible tornadoes, hail and winds as fast as 70 mph, with the tornado watch in effect until 9 p.m.
The affected area covers a population of more than 32 million people — including all of NYC and stretching up north to upstate Utica.
The Federal Aviation Administration issued ground stops at the LaGuardia and Newark airports due to thunderstorms.
The rain and high winds are keeping departure traffic at LaGuardia and Newark Airports closed until at least 5:30 p.m., according to the FAA order.
LaGuardia is seeing delays stretch to more than three hours, with Newark experiencing more than two hour delays.
Flash flood warnings are now in effect in the Bronx and Yonkers until at least 6:45 p.m., according to the National Weather Service.
The warning also extends to White Plains, Tarrytown, and New Rochelle.
The New York Yankees have rescheduled tonight's game with the Pittsburgh Pirates due to the inclement weather.
The game, which was set for 7:05 p.m., will be made up on Wednesday night at Yankee Stadium as the second game of a split-admission doubleheader, the team said in a statement.
All tickets for tonight’s game will be valid for Wednesday, the team added.
New York City's Emergency Management Department is calling on residents to stay alert after a tornado watch was issued for all five boroughs on Tuesday.
As opposed to a tornado warning, which signals that a funnel has been picked up on radar and is developing, a tornado watch just means that conditions are ripe for a possible tornado.
While twisters are uncommon in the Big Apple, the department is calling for New Yorkers to take the advisory seriously and stay safe until the watch subsides by 9 p.m.
More than 5,000 flights had been canceled or delayed by 2 p.m. ET Tuesday, as severe storms loom over the Big Apple and states throughout the mid-Atlantic region.
FlightAware's "Misery Map" showed LaGuardia Airport leading with the most disruptions between 11 a.m. and 3 p.m., and JFK and Newark airports not far behind.
The tracker reported 3,590 total delays within, into, or out of the US so far Tuesday, and 1,613 cancellations.
