REPORT: Halloween Yard Display Depicting Local Leaders In 'Trash Bags' Scene Lands Kentucky Man In Jail

Police reportedly arrested a Kentucky man Saturday on a charge of terroristic threats after his Halloween yard display appeared to depict local leaders in body bags.
Stephan Marcum, 58, was also charged with intimidating a witness amid the legal process, LEX 18 reported, citing an arrest citation. Police said they were contacted via phone shortly after 2 p.m. bout “potential witness/terroristic threatening” at a Stanton residence.
When police arrived at the home, they observed the display allegedly featured “five ‘bodies'” in “trash bags” with labels. “The one hanging was labeled ‘district judge.’ There was a rope around the neck of the body,” the arrest citation read. From the left side to the right, the other four had the labels “mayor,” “zoning mgr.,” “C.A.” and “SIS,” according to the documents.
Marcum allegedly told police he did not want to speak to them about the decorations before he was arrested. He is currently being held at the Powell Detention Center and the evidence was taken to the Kentucky State Police Post 8 in Morehead. Powell County Executive Judge Eddie Barnes reacted to the incident to WKYT.
“This is something you just don’t see every day,” Barnes told the outlet, saying he was not one of the officials allegedly named in the Halloween display. “At first I didn’t know what to think about it because I actually drove by and [saw] it in his yard and I’m thinking you know, wow, you know, that’s kinda harsh.”
Marcum allegedly ranted on the internet about a clash with local officials after learning he’d “violated a number of City Ordinances” at his residence, according to the New York Post. He allegedly brought up multiple names from the display during the alleged rant, including County Attorney Robert King, 39th District Judge Gary Salyers, Zoning Manager Ann Snowden, Stanton Mayor Willie Means and the mayor’s sister.
Authorities are holding Marcum on $5,000 bond, according to WKYT.
The Daily Caller contacted the Kentucky State Police, but did not receive a comment in time for publication.
