On the street level are protesters, including the pastor, identified as Rev. David Black. Black can be seen on video wearing an all black wearing a clerical collar, as he extends his arms upwards towards the ICE agents stationed on the roof.

As he begins to lower his arms, the footage shows one of the agents start to shoot pepper balls in the direction of the protesters. The footage then shows Black getting hit with a pellet, with a puff of white smoke plumping from his head. He then drops to his knees as he clutches his face.

Black shared in Wednesday’s Religion News article that he had looked up at the group of armed agents on the roof and began to pray right before he was pelted. “I invited them to repentance,” Black, a minister at the First Presbyterian Church of Chicago, said. “I basically offered an altar call. I invited them to come and receive that salvation, and be part of the kingdom that is coming.”

Demonstrators have repeatedly confronted ICE agents during multiple protests at the facility as the Trump Administration continues with its ongoing immigration crackdown in the city.

Religion News reports that demonstrators would sometimes jeer at agents or use acts of civil disobedience to confront them. The agents, who are mostly masked, often respond with force, including firing non lethal rounds, arresting demonstrators and throwing gas canisters. Additionally, protests have been seen being thrown on the ground, including at least one local Democratic candidate.

Faith groups have also taken to the courts, filing lawsuits challenging Trump's immigration policies.

Religion News reports Black is listed as a plaintiff in a lawsuit filed this week against Department of Homeland Security Secretary Kristi Noem alleging violations of the First and Fourth Amendments. Lawyers argue that Black, and multiple clergy and faith based demonstrators in the suit, are victims of violence which violated the Religious Freedom Restoration Act.
