Speaking to Maria Bartiromo on Fox News’ Sunday Morning Futures, Lee discussed Graham’s strong enthusiasm for the bill during what turned out to be his last conversation with President Donald Trump, emphasizing multiple paths forward for passage and stressing that the American people deserve and want the measure.
The remarks come in the wake of Graham’s sudden death on Saturday evening.
Trump had appeared on NBC’s “Meet the Press” on Sunday morning to discuss the loss, revealing that his final conversation with Graham earlier that Saturday night was about passing the Safeguard American Voter Eligibility (SAVE) America Act.
The president recalled Graham saying they were “all set” for the bill, with Trump responding, “We’re going to get it done, Lindsey, we’re going to get it done.”
“I got a call last night, sometime in the early evening. He said we’re all set for the SAVE America Act,” Trump explained. “He was pushing the SAVE America Act like crazy. He got back and said he just landed from Ukraine. I said, ‘That’s a long trip to make.’ He sounded a little tired but perfect, but a little bit tired, and had a right to be. He was a worker, he was really a worker. But he sounded great, actually, but he actually said he was tired. But he wanted to pass the SAVE America Act, and I said, ‘We’re going to get it done, Lindsey, we’re going to get it done, I’ll see you, like soon. We might even meet today.’”
Lee echoed that sentiment during his Fox News appearance, stating, “One of the best ways we could honor Lindsey Graham’s legacy would be to take this up and pass it this month!”
“He had a lot of enthusiasm for this bill, which I introduced in the Senate about two and a half years ago,” Lee said.
The senator outlined several options for moving the bill forward, including attaching it to another must-pass vehicle, bringing it up on the floor for debate until it passes, or using creative applications of budget reconciliation.
“I’m not terribly partial to any of these three,” he said. “I personally prefer the second. I think that would give us our best chance. But I will take any opportunity to debate this, any opportunity to cause it to become law because the American people deserve it, the American people want it!”

The SAVE America Act, which builds on earlier voter-integrity efforts, would require proof of citizenship for voter registration and mandate voter ID in federal elections.
Lee has long championed the measure, and Graham had been an active supporter, including cosponsoring it and pushing amendments related to it in recent Senate proceedings.
The bill passed the House earlier this year but has faced hurdles in the Senate.
