Assistant Attorney General Harmeet K. Dhillon of the U.S. Department of Justice Civil Rights Division just put Michigan Democrat Secretary of State Jocelyn Benson on notice, cautioning her in a strongly worded letter about federal law requirements for maintaining clean voter rolls and ensuring only eligible U.S. citizens vote in federal elections.

The July 7, 2026, letter was sent directly to Jocelyn Benson, Michigan’s chief election officer — the same dishonest secretary of state who is currently running for the Democratic candidate for Governor of Michigan and will be overseeing her own election.

The letter reminds Benson of multiple federal statutes, including the National Voter Registration Act (NVRA), the Voting Rights Act (VRA), and the Help America Vote Act (HAVA), and explicitly threatens her with potential criminal liability for election officials who knowingly allow non-citizens to remain on voter rolls or cast ballots.

Below is just one of six non-US citizens on Michigan’s voter rolls who were discovered by The Gateway Pundit on the DHS Worst of the Worst list after a months-long investigation. There is no easy way to identify non-citizens on Michigan’s voter rolls, so we used deportation records and matched the non-citizen criminals’ names on Check My Vote, a website that downloads Michigan voter rolls every month for everyday users. Two of the names on the list, including this Iranian citizen, who served time in jail for first-degree sexual assault, voted in one or more elections in Michigan.
In her letter, Harmeet Dhillon issues a direct threat from the DOJ Civil Rights Division to Michigan’s dirty Secretary of State Jocelyn Benson, who, in advance of the November 2020 election told clerks to IGNORE signature matching on the absentee ballots and applications, and sent out unrequested absentee voter applications to every eligible and ineligible “voter” in the state, with criminal liability this time around for her potentially criminal behavior.
The letter explicitly states that any election officer, including the chief election officer of the state (Benson), who knowingly retains non-citizens on voter rolls or facilitates their voting could be subject to criminal liability.
It also warns local clerks of potential criminal penalties under multiple federal statutes for knowingly counting fraudulent ballots or allowing ineligible voters to cast ballots.
The threat issued by Dhillon applies to Jocelyn Benson and to both state and local election officials.
“Federal law mandates that state and local election officials properly maintain election records and undertake certain actions to ensure that only eligible U.S. citizens cast votes in elections for federal office.”
“Knowingly retaining noncitizens on Michigan’s ‘State Voter Registration List’ (SVRL) and sending such individuals ballots, and then counting such ballots, would constitute the ‘procurement, casting, or tabulation’ of ballots that are known to be false in violation of section 12(2)(B) of the NVRA.”
“Any election officer, including the chief election officer of the state, who knowingly retains noncitizens on the state’s SVRL or facilitates noncitizens in receiving and casting ballots could be subject to criminal liability.”
This letter comes on the heels of The Gateway Pundit’s exclusive report revealing that at least six non-citizens on the DHS “worst of the worst” list — individuals with serious criminal convictions including assault, rape, drug trafficking, and final removal orders — were registered to vote in Michigan and in some cases actually voted, including in the 2024 election.
Harmeet Dhillon's letter to Benson also follows our reporting on Macomb County Clerk Anthony Forlini (who is currently running for MI Secretary of State) and has discovered non-citizens on jury pools — further demonstrating how easy it is for non-citizens to be registered to vote and given the privileges of citizens in Michigan under Benson’s irresponsible (or intentional) voter roll maintenance.
Jocelyn Benson and other Democrat elected officials continue to lie about the number of illegal aliens on our voter rolls, calling incidences of it "rare," all the while knowing full well how easy it is to register to vote as a non-citizen in Michigan. In 2024, a Chinese student at the University of Michigan illegally voted in the general election shortly after he realized that he committed a crime and asked for his ballot back. He was told he could not get it back because he had early voting and his anonymous ballot had already been tabulated so that it couldn't be retrieved. As usual, Michigan's Democrat Attorney General Dana Nessel promised swift and serious punishment — yet, as is the case with literally every person or group caught committing election fraud in Michigan, there were zero consequences for his actions. The Chinese student who was attending the University of MIchigan on a student visa fled the country and evaded any consequences.

Detroit's crooked clerk, Janice Winfrey, boldly responded to Harmeet Dhillon's announcement that federal election inspectors would be sent to Detroit during the upcoming primary election.
