President Donald Trump's renewed push to enact the SAVE America Act has prompted House Republicans to intensify pressure on the Senate, with Rep. Randy Fine, R-Fla., saying Monday that he has refused to support Senate legislation until the chamber advances the election measure.
Speaking on Newsmax's "Wake Up America," Fine said House Republicans have already passed the legislation three times and argued the Senate should no longer delay action.
"I haven't voted for a Senate bill since they refused to pass SAVE America," Fine said. "It's been three or four months now, and I don't care what they send over, motherhood and apple pie, but it's got a Senate number on it and I vote no."
The comments come as House Republicans continue searching for a path to enact the SAVE America Act after repeated Senate inaction.
House Speaker Mike Johnson, R-La., has said Republicans plan another vote to include the measure in a forthcoming budget reconciliation package, though procedural hurdles remain, including potential objections from the Senate parliamentarian over whether the policy qualifies under reconciliation rules.
The legislation, strongly backed by Trump, would require documentary proof of U.S. citizenship to register to vote in federal elections.
Republicans argue the bill is necessary to protect election integrity by preventing noncitizens from voting.
Democrats contend existing laws already prohibit noncitizen voting and warn the proposal could make voter registration more difficult for eligible Americans who lack readily available citizenship documents.
Fine said House Republicans should continue withholding support for Senate legislation until the upper chamber acts.
"I think that's our own version of a filibuster," he said.
Fine also criticized the Senate filibuster itself, arguing lawmakers should stop relying on procedural obstacles to block legislation.
"As we get ready for July Fourth, I encourage Americans to read the Declaration of Independence and the Constitution," Fine said. "They're never going to see the word filibuster in it. So we need to stop worshiping this artifact from the '70s and we need to do the work that the American people have elected us to do."
Johnson has continued urging Senate Republicans to take up the legislation after the House approved it multiple times.
Trump has likewise made the bill a top legislative priority, pressing congressional Republicans to keep pursuing its passage despite resistance in the Senate.
Fine also addressed a bipartisan housing package that House leaders planned to send to the White House on Monday, beginning the constitutional 10-day period for Trump to sign or veto the measure.
Fine was among 32 House Republicans who opposed the Senate version of the bill.
"My issue was if Elizabeth Warren thinks a bill is great, then it probably isn't," Fine said. "And that's sort of how I look at it. The enthusiasm with which Democrats had for this bill got me spooked. And I didn't come to Washington to work with Democrats. I came to Washington to beat them."
He said he trusts Trump's judgment on whether to sign the legislation.
"As for the president, he'll do what he thinks is best, and I trust his judgment," Fine said. "I certainly hope if he chooses to veto the bill, Republicans will not choose to override him. And certainly I won't be one of those doing that."
Fine also criticized New York City Mayor Zohran Mamdani, characterizing the Democratic Party's leftward shift as politically dangerous.
"We need to fight back hard," Fine said. "He's an unrepentant communist. They can call it whatever they want. But when you see the policies that they're advocating ... people should be very afraid."
He added that Republicans should continue highlighting what he described as the Democrats' increasingly socialist agenda ahead of the 2026 midterm elections.
