ISIS Urges Lone-Wolf Attacks at World Cup Venues in US

The Islamic State is encouraging supporters to take advantage of a "golden opportunity" to commit lone-wolf terrorist attacks in the 11 U.S. cities hosting World Cup matches.

ISIS, in an editorial Thursday in its weekly newsletter, Al-Naba', described soccer's largest tournament as a "feast of filth" and a "deadly weapon" in the hands of "Crusaders" and Jews, with a goal of undermining Muslim faith and morals, according to a translation published Friday by the Middle East Media Research Institute, a Washington-based nonprofit that analyzes Middle Eastern and South Asian media.

The editorial explicitly encourages lone actors to monitor crowds, streets and stadiums and to carry out vehicle rammings, stabbings, arson and other forms of terrorism causing mass casualties and stampedes.

"As for the field of jihad, on the offensive, not the defensive front, this season is a golden opportunity for the lone mujahid to revive and renew individual attacks, especially in the heart of Crusader America, which host the games in 11 cities," the editorial stated, according to MEMRI. "You … have a whole month to monitor the gatherings and launch attacks, for the unbridled hordes of infidels are teeming in the streets and surging through the stands.

"So, wherever you strike, you will inflict pain; wherever you plunge your knife, you will draw blood; wherever you ram your car, you will break and shatter. Imagine if you succeed in setting fire to the stands, creating a massive stampede that would claim the lives of hundreds from the nation of the Trinity and atheism! It is an idea worthy of implementation."

Although the U.S., Canada and Mexico are co-hosting the tournament, the ISIS editorial only mentions matches in the U.S.

"And this season is still in its early stages, and the throngs of crusaders are still flocking to their temples," the editorial stated. "So, how fortunate is he who seizes the opportunity in the heart of America and wounds the hearts of its subjects, spills their blood, and makes them drink from the cup of death in all its forms.

"This is an open invitation to all lone mujahideen to participate in this activity in your own way.

"Do not let the opportunity pass you by. For this is true heroism."

Homeland Security Secretary Markwayne Mullin said June 14 that federal officials were not tracking any specific threats against the tournament, while acknowledging that the sheer size of the event creates security concerns.

More than 400 law enforcement agencies are working with federal authorities and private security firms to protect stadiums, fan festivals, team base camps and hotels across the 11 U.S. host cities, according to USA Today. Local law enforcement will be responsible for most of the on-the-ground security, while federal authorities help fill the gaps.

Officials said the threat of a lone actor attacking an event or crowd remains the top concern because such plots can be developed with little warning. Because of this, federal officials told CNN that some of the hardest work falls on local police. Officers must patrol and secure large areas around stadiums and fan zones.

Command posts will be set up across the country, allowing local and federal officers to communicate with one another on any threats that emerge during the tournament, which concludes July 19.

Officials involved in the security planning told CNN they are also concerned about artificial intelligence, particularly fake videos that could be used to spark panic among fans and attendees.

"This entire country's police force is leaning in," Andrew Giuliani, head of the White House's World Cup Task Force, said earlier this month. "It is an unbelievable problem set when I think about what local law enforcement is going to have to go over this 40-day stretch. It is unprecedented. We're going to do everything in our power to make sure ⁠that nothing goes wrong."
