An NYC Parks supervisor allegedly pulled down his pants and masturbated in front of an employee who repeatedly rejected his sickening sexual advances, according to a lawsuit. 

The woman allegedly faced unrelenting sexual abuse during her six-month stint working a parks cleaner in The Bronx under her perverted boss Hairold Suriel Martinez, she claimed in the June 19 filing in Bronx Supreme Court

And the alleged victim, 36, said she was left hung out to dry when she cried out for help.

She started working for the department in October 2025 through the Park Opportunity Program (POP), a temporary program aimed at helping unemployed New Yorkers gain skills and climb out of poverty. 

Suriel Martinez, 39, started coming onto her almost immediately, the woman claimed.

“POP workers used to be called ‘temporary park’ workers — ‘TP’ workers,” her attorney Edmond Pryor told The Post. “You know what that stood for to the guys at the parks department? ‘Temporary p–sy.'”

Suriel Martinez would allegedly wink and lick his lips at the woman, who he gave the unwanted nickname of “Estrella,” which means “Star” in Spanish, she said in the filing. 

Suriel Martinez, who rakes in roughly $80,000 as a park supervisor, became more brazen by April 2025, Haile claimed. 

He told her to go clean a park bathroom and allegedly followed her inside, according to the lawsuit. 

He allegedly shut the door behind him and told her that he “liked big breasts” and that he “wanted” her. 

When she turned around, he had his pants dropped, exposing his “erect penis,” and was masturbating, according to the lawsuit. 

He allegedly told the woman that if she performed oral sex on him, she “wouldn’t have to work again.” She declined to do so and made it clear she had a boyfriend.

She claimed that Suriel Martinez kept demanding sex.

In July 2025, Suriel Martinez allegedly followed her into another supply closet, touched her breasts and masturbated. She recorded the encounter on her phone, which was in her pocket.

Once Martinez revealed he was being filmed, he allegedly yelled, “I don’t want to f–k you no more,” and ordered her to delete the footage.

She said she had complained about Suriel Martinez being a “pervert” to her other supervisors, her POP-appointed career coach and the department’s Office of Equal Opportunity – but her concerns were brushed off and she was told to suck it up, she claimed in the filing. 

She was allegedly told an investigator would be taking on her case. But when she asked one of her supervisors for an update on her second-to-last day on the job, she became agitated and said she didn’t know anything about it, according to the complaint.

The purported victim felt so uncomfortable after the encounter that she did not return for her last day of work.

The alleged victim said she suffers from fear and anxiety, and is demanding damages for lost wages and emotional distress from the department and punitive damages from Suriel Martinez. 

“She is afraid to run into him any time she goes out,” Pryor told The Post. “She doesn’t want this to happen to anybody else.”

The Department of Parks and Recreation declined to comment amid active litigation.

Suriel Martinez did not return a request for comment.
